Well, here’s a trick that I learned from Democrats& Liberals about how to see if someone in the gov’t is trying to look into your home pc. Here’s just something to look for…though you have to go to the site to see for yourself…Go.
Check your firewall log (c:/windows/pfirewall.log..or something like that if you’re just using windows). If you don’t have it turned on to log the incoming then it won’t work (go to advanced settings and turn on all logging preferences).
Copy any isp address that seems small or unfamiliar.
Then go to Arin’s WHOIS and put that address into the search engine. Something like this should show up:

If contact information is out of date or incorrect, please contact hostmaster@arin.net. Include all relevant information in your e-mail and ARIN will investigate the matter.
Of course, this isn’t fool proof. And you can’t guarantee that you’d know for sure that you’re being spied on. But, if you’re a conspiracy theorist (like me), then this will be something fun for you to do. Ah, the fun of it all.
